适用场景：个人 Free 账号能登录 claude.ai，但无法聊天；出现 This organization has been disabled. 或 Your access to Claude is on hold。整理日期：2026-08-10

1. 问题判定

现象	含义
能登录，不能发聊天	账号身份仍在，绑定的 Organization 被停用/挂起
黄条：`This organization has been disabled.`	组织已 disabled，聊天被拦
页面：`Your access to Claude is on hold`	官方写明：因 unusual activity 暂停组织，可申请复核
Billing 无逾期	通常不是欠费；Free 档也常见此状态
聊天页没有申诉按钮	正常；需走邮件 / Support 文章里的申诉入口

结论： 无法在设置里自助解禁，必须向 Anthropic Safeguards 申请 review。

2. 整体流程（最短路径）

发现黄条/无法聊天
    → 邮件 usersafety（或 Help Center）
    → 收到带 here 的回复
    → 打开 Safeguards 文章，先登录 claude.ai
    → 点 Submit an appeal
    → 进入 restricted 页
    → 点 Request a review
    → 粘贴申诉说明并提交
    → 等待 Safeguards 邮件结果

3. 分步操作

步骤 A：联系 User Safety（无申诉按钮时）

发邮件至：usersafety@anthropic.com（回复可能来自 usersafety@mail.anthropic.com）
主题示例：Request to re-enable disabled personal organization
正文要点：
- Free 个人账号，能登录，不能聊天
- 报错原文：This organization has been disabled.
- 页面：claude.ai/new
- 无 Appeal / Request a review 按钮
- Billing 无逾期
- 请求 review / re-enable personal organization
- 附注册邮箱与截图

也可：打开 support.claude.com → 右下角消息 → 说明同上（Free 档人工通道较窄，邮件往往更有效）。

步骤 B：按回复进入申诉入口

官方典型回复大意：

It looks like you are writing in about a ban on your account. You can find the link to our appeals form here.

先在浏览器登录 claude.ai（被禁账号）
再点邮件里的 here
会进入文章：Safeguards warnings and appeals
阅读说明后，点黑色按钮 Submit an appeal
- 黄条提示：You must be logged in to access the appeal form.
若跳回聊天页或打不开：无痕窗口 → 先登录 → 再点链接/按钮

步骤 C：在 restricted 页申请复核（关键）

成功后常见页面：claude.ai/restricted

标题：Your access to Claude is on hold
说明：所属 organization 因 unusual activity 被 paused
组织示例：xxx@gmail.com's Organization（标签 PERSONAL）
按钮：Request a review

操作：

点击 Request a review
粘贴下方「申诉描述模板」
如有附件，上传黄条 / restricted 页截图
提交，保存确认页或回执邮件

不要点： 此时不要用 Export / Delete（除非已决定放弃账号）。

I am requesting a review of the hold on my personal organization:

What I see:
- Page: claude.ai/restricted — "Your access to Claude is on hold"
- Reason shown: organization paused because of unusual activity
- Earlier on claude.ai/new I also saw: "This organization has been disabled."
- I can still sign in, but I cannot use chat.

Why I believe this may be an error:
- This is my personal Free account for normal, legitimate use (learning, writing, and everyday questions).
- I have not intentionally violated the Terms of Service or Usage Policy.
- I received no prior warning before this hold.
- Billing has no overdue invoices (Free plan).
- I contacted usersafety@mail.anthropic.com and was directed to submit an appeal / request a review.

Request:
Please review my personal organization and restore chat access if the hold was placed in error.

不要编造「从未用 VPN / 第三方工具」等未必属实的内容
不要重复狂提；一次完整提交即可
有字符上限时，可删致谢段，保留报错与请求两段

5. 提交后

事项	说明
等待	官方注明近期回复可能较慢，可能要数天
查收	注册邮箱（含垃圾箱）
聊天	恢复前网页聊天通常仍不可用
跟进	数日无回音，用同一邮箱简短 follow-up，说明已通过 Request a review 提交

6. 常见误区

误区	说明
关掉黄条 ×	只关提示，不解禁
只看 Billing	Free + 无逾期仍可能被 unusual activity 挂起
未登录就点申诉	表单打不开或跳回 `/new`
新建小号绕过	易关联再封，且可能违反条款
Free 期待快速人工	通道窄，以 Safeguards 邮件/表单为准
